It sure looks like typical HOA quality construction to me!
I had the reverse problem. My driveway dropped to the point I had to use four-wheel drive to get in my garage! The driveway was actually dropped lower than the garage floor. When it rained it just funneled the water right in under the garage floor. Yep, there is nothing finer than living in a maintenance-provided HOA!
Clearly these lots were best-suited for homes designed with garages in the basement under the houses. (raised ranch, two story, split-level..a design that includes stairs) It appears somebody decided they wanted to build ranch style houses but didn’t even have enough design knowledge to know you have to design a structure that is compatible with the land. Since they totally made a mess of the most basic aspect of these places I can only imagine all the other construction issues that will arise.
Not to mention a few rains and the soil washes out from under the driveways and they collapse. How did this pass inspection?
And what mortgage company would finance a mess like this? Unfortunately, probably too many.
I wish we could find out what city this is located in or near!

Bizarre. I hope this is in a location without ice and snow! What kind of vehicle could take that steep driveway without bottoming out at the sidewalk?
